What Puerto Rico Is
Puerto Rico's advantage over every other Caribbean base is administrative rather than nautical: it is the United States. A US-flagged, US-owned yacht arrives with no cruising permit, no clearance and no foreign paperwork, and her owner's documentation, insurance and lending all work exactly as they do in Florida.
From Fajardo the Spanish Virgin Islands are an afternoon and the USVI and BVI are a comfortable day. That puts the best cruising in the Caribbean inside a season without ever leaving American jurisdiction until you choose to.
The market is small and the inventory is thin, which cuts both ways. A boat that suits is worth moving on quickly, and most buyers here end up shopping the Florida market and running her down, which is a passage worth planning properly with somebody who has done it.
It is still the United States
No cruising permit, no clearance on arrival, and documentation, financing and insurance that behave the way they do at home. For an American owner it removes most of what makes Caribbean basing complicated.
The Virgins in a day
Culebra and Vieques are an afternoon from Fajardo; St Thomas and on into the BVI is a day's run. Few bases in the world put that much cruising that close.
Serious marina capacity
Puerto del Rey at Fajardo is one of the largest marinas in the Caribbean, with haul-out and yard facilities to match, which is not a given on most islands.
Year-round season
The trades are steady and the season runs long, with hurricane months the planning constraint rather than a shutdown. The same conversation as Florida, with the same answers.

Do I need a cruising permit for Puerto Rico?
Not for a US-flagged, US-owned vessel. It is a United States territory, so there is no cruising permit and no clearance formality on arrival from the mainland or the USVI. That is the practical reason a great many American owners base here rather than in the eastern Caribbean, where every island is an entry and a fee.
Can I buy in Florida and bring her down?
Most buyers here do, because the Florida market is deeper by an order of magnitude. It is roughly a thousand miles, either as a delivery under her own power with a professional crew or on a yacht transport ship. Both are routine; which makes sense depends on the boat, her fuel range and the season. Plan the insurance and the navigational limits before she leaves. A policy written for Florida does not automatically cover the passage.
How far is the BVI?
Culebra and Vieques are an afternoon from Fajardo, St Thomas is a comfortable day, and the BVI a short hop beyond it. You leave US jurisdiction when you clear into the British Virgin Islands, and not before.
Is there yard capacity on the island?
Yes, more than most of the Caribbean. Puerto del Rey at Fajardo is one of the largest marinas in the region and has haul-out and repair facilities. For a major refit, owners still commonly run back to Florida, where the trades are concentrated and the quotes are competitive.
